fuel psi bleed off

Any body know what acceptable fuel psi bleed off should be? Working on a 5.7 VP gi-ef. Symptoms are hard to start after sitting for 10 20 minutes. Acts like its flooded, open throttle to clear mode and starts up rough then clears out and runs great, no codes active or inactive. Psi is 48-54 when running, never wavers, already has spacer instead of filter in regulator.Shut off engine and psi drops a pound per minute and then holds steady at around 25-30 psi. Have already cleaned iac and throttle body, no change in start issue but does idle and run better. Thanks
