Default 115 evinrude stalls at low rpm

I got a late 70's 115 about a month ago. I put it in at the boat ramp and ran it to my dock. It worked pretty well and shifted nicely ,though I thought it was at a high rpm(no tach, just past experience) for shifting. It shifted smoothly into all 3 gears so I am not worried. The next time I tried to run the motor I had a fuel problem which at least partially turned out to be the check valve in the tank. With this fixed, I can start the engine at warmup throttle, but if I try to throttle down, it stalls. What steps should I take?

Check compression , and check spark on all 4 leads.------Could be running on 3 cylinders.

I have spark on all four, so I will do a compression test. Thanks!

My compression test was 130 on both top cylinders and 130 on both bottom, so changing the fuel pump is what I'm doing next.

I just realized I said 130 on bottom. They were 120
