Question about water not circulateing

Water not exiting port on 18 HP !963 Evenrude. Checked and cleaned up impeller. Still no discharge. Opened up for thermostat, and nothing there.
Would this be my problem of no discharge? Did I get impeller back in wrong? Need help please.
 
I do not understand what you are asking, about first? I believe that all was put back together correctly. had questions of impeller direction, and having no thermostat.
 
OK, so you asked if a missing thermostat is a problem. Obviously, it will not control the temperature but the water should circulate and discharge anytime the motor is running, thermostat or not. And as for the impeller direction, even if you installed it backwards, the fins would flip over to the correct position as soon as you start it.

In a barrel, large trash can, whatever..... the water level must be a few inches above the water pump, otherwise the pump draws air and causes wear on the impeller. Replace the thermostat components as they're there for a reason.
