3rd bolt on the Johnson 75 HP starter (1984)

I was going to remove my starter last summer as one of the 2 long starter casing bolts is broken. I pulled out 2 bolts and then realized there was a 3rd hiding behind. I didn't have time to do anything so I left it...and left it...and summer has rolled around again. Should probably deal with it now.
What is the best way to get at that 3rd bolt or are there any cheats?

Since I don't have one here in front of me to look at, I am reasonably sure you have to remove the silencer. Not a big deal.
 
Thank you for the info. I removed the silencer and have full access to the starter now. I have found that with these larger units I am less confident than when I had the 35 HP and smaller engines.
