2003 Volvo Penta Motor Trim will not go up

Time to raise my hand for some assistance.

Background: Yesterday I was on the lake and boat motor was off and all accessory power was off as well. I attempted to trim up the motor because we were drifting close to shore. As it was going up it just stopped working. Afterwards I noticed the fluid was well below the min line (dumb ace...I know).

Trim on motor will not go up or down. I do hear a clicking when the trim switch is flipped up or down. I swapped out both trim relays already. I ran a direct power line from battery to the motor. When I touch the green wire, the motor trims down (its in full down). When I touch the Blue wire it just sparks. I checked fuses at the trim pump and under the pilot console as well.

Any leads will be greatly appreciated.

Also is there anyway to manually raise the motor?

try to clean the main positive wire that goes from the relays to the engine starter positive or to the battery (depends were it is connected)
