2002 9.8 carb issue

I have an 02 9.8 two stroke that i just put a new carb on and can not get the motor to fire. The old carburetor leaked and the float was always sticking but With the old carb the motor would start (not easily) and ideal poorly but it would start. With the new carb i can't get much of anything, fuel is brand new. Does anyone have an idea of what could be wrong?
 
Year is irrelevant. Is your model M9.8B?
If the original carb was flooding, odds are the needle was not seating.
If this is a brand new carb now, are you getting fuel to the bowl? What is the float height?
What do the plugs look like (wet or dry, color)? Have you tested ignition?
