Help with part ID on 2007 25 HP Merc SeaPro

Just bought this outboard used and new to boat stuff. I noticed this round piece of what looks like stone on the bottom of the fin. Can someone tell me what this is and if it could affect the outboard? Thanks in advance

oh its not painted its half broken off. I didn't make that clear in the first post. Only half of it is there. can it being broken like that affect performance?
 
Need your engine serial number to ensure the correct parts are found.

Did the sacrificial trim tab anode have a fin at the end of it? The fin will affect your steering at speed and the new one would need to be adjusted correctly to find the best overall steering pressure (< Lets call it) all the while the boat tracks straight forward. Never saw what used to be there it was like this when I bought it. No fin at all. Looks like it maybe was a trim tab?
 
After you install the trim tab,adjust it to the direction it pulls to, back edge towards pull till you get it correct,little at a time
 
it was trying to pull the tiller handle away from me. which would turn the boat starboard. so install the trim tab and adjust the rear edge of it towards the starboard side?

also on the first trip today the boat was loaded level and even and at slow speed it would travel level, but up on a plane the boat was listing to port. would this trim tab help this at all?

Yes there should be a fin designed anode in place and it will help correct the steering issues you've mentioned above once it's adjusted correctly mostly by trial and error...Sort of common for them break off if hit, etc....It's item number 10 in "your" engine model number 1025207FL parts diagram. 853762 - Trim Tab

Didnt get a really good test run in. She still leans to port pretty good but did steer straight and true with the new trim tab on. Thanks again for the help
