    Default cleat on deck

Just purchased a 1989 hurricane. It is fiberglass and on top looks like a pontoon. One cleat is broken. I purchased a new one and attempted to remove old one. screws spin like there is a nut on the bottom. There is no way to get under it to check. Anyone have experience that could help me out. Thanks in advance for any help..
