pull stater problems

Hello,

I have a 1974-75 mercury 7.5 outboard with a new water pump, carb rebuilt and new plugs installed. The motor has been sitting unused for several years.
The problem is that it is difficult to pull. Plugs were removed but there is still resistance but not as bad. The motor was stored on its back so I speculate that there is fouling in the cylinders so I sprayed carb cleaner in the cylinders to try to loosen what I think is the problem. Do you folks have any suggestion what may be the problem?

Remove the bypass cover.---------Starboard side.------------3 screws and the cover comes off.---------Allows you to look at pistons and rings.----------------Look for rusty bits.
