Oil leaking from speedometer hole st front top of lower unit.

I have an 07 Etec 150 model number e150dslsuf. Last summer I noticed some oil which I assume is gear oil weeping from the speedometer connection at the top front of my lower unit, the one that goes to the speedometer as opposed to the intake. I thought nothing of it and passed it off as normal as I was new to outboard. I recently went to change the gear oil and found that there was quite a bit of clear water in there. Lower seals seem good so pulled the lower unit and changed the upper seal and did pressure test. The only place air was coming out was the speedometer hole mentioned. Covered it with my hand for a while and everything else seemed ok. Has anybody any idea what Is going on here? Is this the source of the water in my gearbox and can I just seal up the speedometer hole as I dont use it anyway? Any help would be greatly appreciated.
