Thumb clamp screw stuck

Just bought a Nissan 3.5hp 2 stroke motor off a neighbor. It's a NS 3.5B He said everything works except for cosmetics and one stuck clamp screw.The screw isn't bent at all. No deformities. But looks like gunk probably built up and dried where treads are.It's sitting in some pb blaster right now, but does anyone have an alternative to get this screw back to normal function?
 
You can remove the rivet that retains the handle, then use more heat, and a crescent wrench on the screw.
