Force 15bhp engine problem

Guys - I have a 1995 15bhp Force 2 cylinder, it is really bad to start hot and cold.

New spark plugs
Clean carb

A ideas please

Do the compression test.
Then a spark test.
That OK??
Reset the air screw on the carb.
Set it at 1 1/2 turns out from lightly seated.
What is the gap on the plugs?

Fuel coming back out the front of the carb?
