1947 firestone 3.6hp trouble accessing points condenser etc

I recently acquired a firestone 3.6 hp motor. I was told all it needed was to clean and reset the points and lower unit grease. so far i have removed the fuel tank lower shroud. I have removed the nut and washer from the top of the housing for the points but the bell housing that goes on top of the points wont seem to come off. there is maybe an 1/8" of slide and then nothing. Am i missing something?? I tried uploading a picture but can seem to get it to load. Any help is greatly appreciated.
 
You did not say, but I am assuming there is no spark. What you call the bell housing is the flywheel. You can rent or buy a flywheel puller to remove it. Once it is removed you can clean and set the point gap at .020 with a feeler gauge. If you have a multi-tester you can check the coil and condenser. Replace the flywheel and check for spark. Also, check the plug wire for breaks.
