Chrysler 9.2 hp model 9601. throttle handle not in sync with start.

I have an old 9.2 I am puttering with. I can get it to start/run when throttle is wide open. There are 2 butterflies inside the carburetor 1 attached to the choke knob and the second activated by the throttle linkage. the motor will start when the second butterfly is open. There seems to be a timing mark below the flywheel where the roller that opens the second butterfly is located. What does that mark indicate. There is no kill button that i'm able to find just stop on the throttle, what shuts this motor down? I have pictures if that will help.
 
If you don't have a kill button.
Then the only way is to throttle down and let it stall.

Only starts when the throttle is wide open? Sounds like the low speed jets are clogged or the air screw is set wrong.

Air screw: set at 1 1/2 turn out from lightly seated.
Make sure the screw has no marks. it needs to be smooth and pointy.

What year? I don't think they made a 9.2 a 9.9 yes but no 9.2????
