engine runs but starves for fuel

Hi , I have a 1985 25 hp evinrude which runs but rough with the cover on but when taken off runs better and manuel the carb linkage has full trottel but playes with the handel it ready to dye again.
 
If she runs better with cowl off,sounds like possible exhaust fumes are being reintroduced into carb. thus poor running

Thank you Boobie, the primer bulb was soft and looked for a leak, brought a new one and installed it.
Question , I have a fuel filter before the motor is 10 micron smaller than 21 micron or is it larger?
 
There should be a strainer in the fuel tank and in the fuel pump. Not a big fan of inline filters these engines have been running good for over 30 years without them.
 
No, its on the boat thanks though, it was a collapse fuel line that restricked the flow. change the fuel lines and runs great
