Buster evidently the reeds on your 200 can't be seen without engine being pulled apart,they can't be seen with front cowl and/or carb.cover removed,read post#6 again and good luck.
 
Buster....reeds wont cause your problem of high rev on start, sound like the sync and link is off when you reinstalled carb. the throttle plate is being held open somehow
 
funny thing on a 78 merc there is a hub and a flywheel attached to it, know where in the book does it tell you not to take all bolts off the hub,if you do you mess up the timing, so you stick pencil in #1 hole find top dead center. a line mark on fly wheel to pointer,tada it started,well i be common sense working on truck motors helps.nothing wrong with carb at least. buster
