1989 5hp tiller handle return

I just purchased a 1989 Mercury 5hp 2 stroke and the throttle on the tiller handle does NOT automatically return when you let go of it. Is is supposed to automatically? If not can I get a kit to make do so? Any help with is great! Kit or part #? Thanks in advance
 
No. On some of them there's a friction screw in the end of the handle to make it easier or harder to turn.
