2003 Tohatsu 90 TDLI Oil Injection question

I purchased a used 2003 90 TDLI TOHATSU outboard on a bay boat. I was told the motor had sat for 2 years and has only 80 hrs on it. It's a pretty clean looking motor. I am waiting on the factory service manuals in the mail. I put water on the motor, fresh battery, found the oil tank full, and she fired right up. I pulled the oil tube on the air pump to see if there was any drizzle of oil and after 30 seconds I saw no oil. I am new to oil injection so I was unsure if I could verify the oil injection was operational by doing this. I shut off the motor and disconnected the harness to the oil pump. With a multi meter it shows 12v to the oil pump with the key off. The resistance of the oil pump shows 2.8 ohms. What gives? Voltage to the oil pump with key off? I'm thinking even with key off and battery hooked up the pump could drain the oil tank! Can someone point me in the right direction of verifying my oil injection is working? Thanks.
