98 115 offshore won't roll over

my 98 115 mercury offshore,the starter will roll it over with the spark plugs out just fine . when the plugs are installed the starter seems to engage but seems to jam up and won't turn engine over.
 
These starters are easy to take apart for inspection / testing.----May just need new brushes.----------------Tested the battery ?--------Check battery cables and connections.
