Turbos do not kick in on D6 Help

Interested in purchasing a boat with D6 Volvo Penta Diesels form 2006
On the test drive The Turbos did not kick in on both engines
Anyone have thoughts as to why this would happen?
Anyone have a plan to assess the cause of the problem and repair.
Anyone interested in checking out the problem for pay!!!

Remove the air filters and see if you can spin the turbines (compressor vanes) by hand. If the boat has been sitting the turbines may be stuck to the exhaust housing by corrosion. If they are, then you may just be able to break them free by carefully applying a spanner to the nut in the center of the vanes, but the problem will probably reoccur unless the turbos get properly serviced. If teh turbines are already spinning freely, you are looking at larger problems.
