1962 lark IV electronic shift

What is the correct voltage to the shift solenoids? I have zero volts now for forward and reverse. I do have +12 to the shift switches. Can I wore the +12 from the switches directly to the shift solenoids?
 
There are electro magnets that exert a pull on a spring.----------Not really a solenoid.----------------With motor not running you can apply 12 volts to the green wire.------Prop should drag turned clockwise and lock up counterclockwise.----Test reverse too with the blue wire.

I don't understand the question... that's the way they're supposed to be wired. Twelve volts to the switch and when the shift switch is engaged, 12v runs through the shift switch directly to the shift coil.
 
Yes you can bypass the switch to test the solenoids and run it that way in an emergency. Is your generator charging the battery when above around 1500 rpms?
