2003 Mercury 30 HP Four Stroke issues

I have a 2003 Mercury 30 HP Four Stroke that I am having an issue with and am looking for some insight. After making a run I shut the engine off and fish for a while then when I go to start motor back up it idles rough for 20-30 seconds then dies. Continues to do this until I let it sit for 15-20 minutes. Vent on gas tank is open. Any ideas? Thanks guys
 
I have tried that and it did not help. I forgot to mention that I can smell fuel after the engine dies out. Could it be flooding while it is not running?
