70el77s spark issues

So I bought a boat and now I am here. 1977 Johnson 3 cylinder 70 HP. Runs great with muffs in the driveway. On the lake it has no power. Top cylinder seems to be doing all the work. unplug it and the motor dies right away. If I unplug the middle cylinder plug wire the motor stumbles but still runs. Unplugging the bottom spark plug has no effect on the motor. When I bought it the plugs were wrong (higher resistance). I replaced the plugs, all three coils and the power pack with no improvement. Also replaced the fuel pump just because. The bottom cylinder definitely has no spark and the middle one is weak. With the knowledge base on here I thought one of you may have experienced the problem before and could tell me what part to throw at it next. Is it only an ignition problem?
Any help would be appreciated.

What's the compression on it ??

Compression is 125 plus on all three cylinders. Advice?

Yep, really good spark on #1, decent spark on #2, nothing on #3.

Swap coils from bad cylinder to good one,see if issue follows the coil

Swapping coils I could not get any spark on # 3 that is why I replaced the power pack. Still no spark on # 3. I ordered a timing base to try next.

Never mind. No more replies necessary.
