There's a product called a Stern Saver that does what you're talking about. I'm not really sure how it's different than epoxying a piece of Starboard to your transom.
 
I get mine from TAP Plastics. At the store I go to they have a scrap bin where they sell by plexi-glass and Starboard remnants by the pound. If you can't find a piece in the bin, they'll cut one for you. The stores are only in California, Oregon and Washington.
