98 volvo 5.0 wont start

have volvo wont start have spark i have checkad compression ok replaced dist cap and rotor brought no 1 piston up to top dead center and checked firing order ok checked for power at ign sw in the run position ok also checked sender for ground on tach replaced oil sender by oil filter which shuts off fuel still no start motor wants to start but when it does it shuts down and sounds like its flooded and runs like its out of time i cant figure it out can anyone out there help thank you
 
HISTORY PLEASE!!! Did this engine ever run while you owned it? When did it last run? How old it fuel? Did you check for water in the water separator filter? Lots of possibilities, however, some suggestions would be a waste of all of our times without knowing more.
 
+1 to sandkicker, internal combustion engine needs fuel, spark and compression to work, so basics are the first thing to check, then timing, proper air fuel mixture and many other thing to run right.
