9.9 Johnson 1988 hard to turn throttle

I have this old out board that when twisting the throttle on tiller it seems tight.Should the ring under flywheel that rotates that is attached to throttle tiller cable be hard to move?It moves pretty easy until about half then gets hard to move.Should this piece be lubricated under flywheel?

I had in past took the throttle cable off where it is connected to the disk that turns and hits the little roller on carb that increases rpm..It was free.Disk that turns seems tight to me?Need another one of these to compare it?
