Volvo PA-41 Turbos

We have two PA-41's. The turbo on one diesel kicks-in around 1900, much more quickly than the other.

What would cause the turbo delay on the other engine?

I have 41A's . My port engine did that and it had a lot of exhaust carbon buildup that was making the turbine hard to spin.
 
Be sure you are using the factory recommended oil, 15w-40. I had one engine like that way back when it only had 150 hours on it. The previous owner had been using straight 30wt. I switched to 15w-40 and the problem went away.
