Accelerator handle needs tightened - 3HP Johnson JH-23A

I have a 1968 3HP Johnson JH-23A that has a somewhat loose power handle. If I bring the lever forward to the start position, it always falls back to the stop position when the crank rope is pulled. If I hold the lever forward to the start or even the fast position while starting the motor, it starts and runs fine. I would like to know how to increase the friction for the power lever. Replies will be appreciated. Thanks.
 
There should be a friction adjustment screw if not can you keep left hand on throttle& pull starter cord with right hand? After 44 years it's got some wear and tear on that linkage.
 
#33 is the strap that controls friction. The bolt in one end should be tight, and the one in the other end tightened enough to give desired friction. One other thing to mention: If somebody has messed with the coils and didn't adjust the air gap properly, they will drag on the flywheel magnets and nothing will hold it other than brute hand force.
