1994 Evinrude 150 bad idle

This engine will idle and run fine with cuffs in yard but in the water it will stall out at idle
I can go fast and it will run fine all day at speed, but when you go back to idle it runs
for a short time ( ten seconds ) and then stall out. I can restart and get it going quickly
and it will run at speed again, but loading the trailer is really tough
I have good compression readings all cylinders
I have had overhauled six carbs completely
Replaced the power pack with ignition wires and plugs
Replaced the optical sensor
complete new tank of gas
and several more parts.....
I have tried putting seafoam in the gas tank and spraying it heavy into the air jets ( 12 )
but nothing I have done has corrected this problem
Could use some ideas????

I had the local outboard do all the carbs, complete overhaul to each carb
so I have to assume that they took care of the internal jets and I have never
taken out any of the air jets except one by one to make sure they were
clean (inside the jet )

Spray cleaner thru idle jet and look and see if it bubbles out around core plug over calibration pocket on throttle bodies....seen several with this problem and wont idle worth a chit

This is my engine please point out where the bubbles will form?? I think this may be the
correct answer but not sure where you mean ??
