Firestone Scott Atwater 3.6 hp model 10a51 1949 water cooled? Impeller probs?

I just got a Atwater 3.6 motor from a bud's garage and was wondering if these things are water cooled. In vids I've seen similar models spitting water from the back center of the exhaust housing. From other vids it appears that if there was an impeller, it would be located under the motor in the exhaust housing.
The motor runs great, but no water seems to be coming from the tube. I have the lower unit immersed in a water barrel while running it.
Is it potentially air-cooled? I would love to not have to rip the motor off this thing to replace an impeller.

Ideas?
 
Update: the impeller is in fact in the gear case, which seems more appropriate. One very shot impeller right where it ought to be-- shoot.
