76 johnson 115hp v 4 idle issues

76 Johnson 115 hp v4 idle problems. new fuel pump new lines fresh carb kits runs great at high rpms but will not idle. Any suggestions?
 
If the compression on all cylinders are as it should be (approx 100 psi and fairly even), and the spark is proper, check out the idle jets.

Two drain screws on each side of the carburetor float chambers.

In back of the top drain screw are the idle jets (4 total).

Make sure they're absolutely clean BUT do not enlarge them.
 
Compression on all cylinders 100 to 107psi. idle jets removed and cleaned. Still same could it be fuel pump issue just affecting lower rpm?
 
Perhaps you have the idle set too low?

On a flushette, depending on the engine's shaft length, the idle rpm should be as follows.

20" shaft = 1000 rpm

25" shaft = 1200 rpm

When in the water, the idle will drop to normal.
