Default 1979 Mercruiser 898, water leaking into stern, engine not running

1979 Mercruiser 898, 5.7 Chev, water leaking into stern, engine not running, trim all the way up. Water leak begins as boat is lowered into water. No leak at first level. Starts to leak at second. Se Picture attached. Where do I look to determine source of leak?

Either bad transom seal of transom assembly (not very common but can occur) or bad/torn short shift cable boot/bellows {small} (very common)

If cable boot, this would make the bilge pump turn on about once an hour maybe more maybe less depending on the severity of the leak
