85 johnson no power to the switch

I use my boat weekly tried to start nothing put charger on still nothing tilt works put pliers on starter solenoid spun over just fine. Usually turn key and push in for choke and here clicking that's choke solenoid no clicking.next step is to put tester on switch shouldn't there be 12 volts some ware.
 
Look for a rubber bulge in a red wire coming from the starter solenoid. Fuse is inside. If fuse is good, check for any neutral start safety switches. I believe there is one in the control. Might be one on the motor also. i don't have the wiring diagram in front of me.

EDIT: Yep it has a neutral start safety switch in the control, but none on the motor.
