Overheating at idle speed

I have a 2004 Rinker 312 with dual 5.0mpi motors. I am having issues with one motor overheating at idle speed but fine when running at speed. Does this sound like an impeller?

I have seen this happen when an impeller is missing a leg or two of its 'star' if you know what I mean. Hardly moved water at idle and would overheat but efficient enough at high speed to keep it cool.
