fuel pump seized

Last season, before any boating occurred, and boat had sat for months, boat wouldn't start. I found that the fuel pump was not pumping. I removed it, and after sitting on workbench overnight, it eventually pumped. We boated all season and it worked great.

This year, same deal.

When I apply voltage to the pump, I hear a click, then nothing. I assume this is the pump attempting to run, but being blocked or seized up. This year, my attempts to get it running are failing. I am pushing ethanol free fuel through the top w/ a syringe, let if flow through overnight. I have now started to add sea foam. I shake it by hand, with the fuel in there. But it is not starting up.

Am I correct in thinking it's just gummed up? Should I continue to use chemicals to de-gum? How harsh of chemicals can I use? e.g. can I use carb cleaner (are there non-metallic parts inside?)

Here is picture of the pump. Any tips are appreciated.

It could be gummed up or the motor could have seized, I say yea keep on putting solvents and cleaner to se if it works. good luck
