Strange noise

I have a 1992 wellcraft excell 20sx. Its a 4.3 volvo and makes a loud rattling noise in neutral whe reved up to 1500rpm. I dont hear the noise when the boat is in drive or reverse. Pulled the top of the drive off to inspect ujoints but everything looks good. Pulled engine and bell housing to check bearings but they seem ok and have lots of grease. The damper springs do seem worn and they will turn in the housing. Could this cause this noise? Is there an exhaust flap that could cause noise? This is a strange noise and need help
 
Make sure drive is all the way down and the helm is absolutely straight ahead. IF not, the off center attitude of the universals causes a vibration the will rattle everything that is not 100% tight. Even with everything new, there is often a vibration and a noise.
 
We have tried it with drive up and down with no difference. When turning wheel left or right is still the same. ujoints and bell housing bearings are tight. Going to fire engine out of boat with bell housing off to see if its engine noise. Really suspect damper
