Starter will not engage

Wow, Due to injuries and health issues I have been rebuilding a 351 Cobra for the last year. It's finally in the boat hooked up and ready to make the final adjustments, but now the starter just spins. It is a new starter and I pulled it out and it tests fine.
My question to everyone is, could I have put the flywheel in backwards? (It is a flywheel not a flex plate.)
 
The starter rebuilder gave it back twice with the wrong nose cone. The third time it looked correct but would not contact the flywheel. I borrowed an old one from the engine rebuilder and it works fine. (Maybe the wrong solenoid?)
Learning experience, I will not get a starter or alternator rebuilt again!
