1974 Johnson 15HP SeaHorse with binding throttle.

I've got a 1974 15 horse Johnson long shaft with a strange issue when using the throttle. When advancing to full throttle it works just fine, very smooth to operate, but when you return it to low throttle it locks up, and you need to use BOTH hands to twist it back down to low RPM. Almost like it's working over a hump. Going up it works perfectly, going down is a PITA. Has anyone on here experienced this issue before? I know 74' was kind of an "off" year for theses motors and a lot of changes were made a few years later. The only visible issue is on of the teeth for the tiller handle gear is sheared off, but i'm not convinced that is the only issue. It's a model 74R15S. I removed and cleaned the tiller hand shaft and gear, and made sure it was oiled correctly, It actually feels like a made it worse.

I'd appreciate any input, I've had enough headaches and spent enough money on it already.
