no fire in plugs prop turning while turning over engine

bought a 1969 larson with a 85 hp evinrude. ive got to the point of getting it to turn over but i have no fire. boat was sitting for awhile. ive replaced the ignition switch. plugs. taken off lower to clean it up and replaced impellar. put type c oil in lower. but when i turn it over the prop moves. could this for some strange reason be why it wont fire up? or is it the throttle cable needs adjusting? new to boating btw. im wonderimg if the points need cleaned/replaced. help is appreciated.
 
When the motor is not running it will be / must be in forward gear.---------------The lower unit will shift to nuetral after the starter turns the flywheel about 1 turn.--------That is if the lower unit is in good condition.-------That prop turning has nothing to do with it not starting.-------Throttle cable has nothing to do with the prop turning either.------At the price of the points you would likely want to clean and adjust them to 0.010"
