Hello i have got a 1970's chrysler 70-75 hp outboard motor that is rolling over hard but when i have the plugs out of it it will roll over with eas. AND I HAVE A NEW STARTER AND A NEW BATTERY

Do a compression test.
Make sure all plugs are out when doing the test.
Low comp can cause the problem.
Drop the lower unit and see if that makes a difference?
The bearings on the drive shaft if seized can cause this.
 
IF??? No one has done anything to the motor the timing probably is ok.
Changing the trigger is about the only time the timing might be off.

They don't jump timing like a car.
