'74 110 with low compression- possible reed valve problem?

I'm currently in process of diagnosing a problem with a 1974 Merury 110 9.8 hp- It has good spark (off casing and spark tester) Has newly rebuilt carb. I've done both a wet and dry compression test, both of which yielded 60psi from 6-10 pulls. The only other thing I could imagine is the reeds are bad. Any other suggestions before I split the casing to rebuild it?

The reed valves have nothing to do with compression in the cylinder.------------Remove the bypass cover to look at pistons and rings.----Just 3 screws takes it off.

I've done that and the pistons and rings look fine, theres no scoring in the cylinder either.
It's not even pulling fuel into the cylinder. Meaning no secondary compression either, Plus the wet compression test would show a ring or piston problem.
