Replaced water impeller, Reinstalled lower unit, all gears functioning properly as should while engine not running. Running, engine jumps from reverse to forward or vice versa , not recognizing neutral. Motor off, distinct movement in all gears, including neutral coinciding with lower unit gear movement. Any suggestions? Thanks
