All done lower unit 1 extra part

I just put lower back on and i must have made a mistake somewhere when i move throttle foward the prop freespins
In nuetral it grabs did i put shift yoke backwards

So with a lot of head scratching i figured out what i did wrong
I had the lower unit shift shaft screwed in all the way
I bzcked it out exactly4 turns and its good.
 
There is s rubber washer that slides down on shaft over water pump housing is it really needed i forgot to put it in when installing lower unit
