98 johnson 115 insufficient throttle at butterflys

New member
rebuilding older motor,has uflex single leaver top mount control,new cable. can not get butterflys to fully open when starting from closed idle position. i can get full open,or full closed but not both at the same time. linkage at engine seems to require 2 in. travel, there seems to only be about 1 1/2 in.from cable end. what am i missing? wrenchman, but this is new to me.
 
Ayuh,..... Check yer controller, many times there's more than one connection point to change the throw of the cable,.....
