Bogging 10hp johnson

I GOT THIS MOTOR FROM A GUY THAT SAID IT WAS COMPLETELY REBUILD WELL it got it running but when I try to run full throttle it bogs down I try pumping the ball then the hose popped off the tank as it started to run out of gas it start to open up Any Ideas why it bogs
