Carb help

I am trying to get a 1938 Johnson 1.1 hp motor to run. Good compression, clean tank, good fire. It will run briefly then dies. I think it is starved for gas. Have carb apart and cleaned. Re-coated cork float. My question is on the needle valve. How far should you have it opened from a seated position? Looks as if someone has had it apart before.

Does the needle have a nice smooth taper? Start wit 1 1/2 turns out and adjust it from there once the engine is fully warmed up. Turn it 1/8 turn at a time and wait about five seconds between adjustments. Turn it in until the engine coughs and then back out 1/4-1/2 turn. Best to run it rich to protect the motor

Took carb all apart again and cleaned good. Back together but still just runs for just a few seconds and dies. I have tried moving needle to several different positions up to the point that spark plug comes out wet. Still just fires briefly then dies. Any suggestions?
