Mariner/mercury idle problems

Mariner 1995 60hp
the engine has been submerged in saltwater and first aid has been done.

the engine runs fine on full speed no problem what so ever.
when i put the engine in neutral some times it runs fine.

but most of the time it runs for a while in Neutral/idle and then stutters, spits and dies.

I can see small beads of gass popping up in the water around the engine when it is running in neutral.
is this a sign of to much gasoline?

have done that. after the rebuild i lost track of the mixing screws turn. so i just adjusted them to factory specs. but i can't seem to get them in the dailed in
 
Ah-hah!

Tie the boat to a dock (or on the trailer). Warm the motor and put it in gear. SLOWLY turn each mixture screw until you find the best adjustment. Go over them at least twice. When it's idling the best, add a 1/4 to 1/2 turn OUT (CCW).
