1967 110 Mercury

I have a 1967 Mercury 110 9.8 horse. The number 1 spark plug will fire outside the motor but not on the inside. Any suggestions on what would cause this?
 
That's typical of poor spark. That's a Phelon mag, so I'd try a new condenser first, followed by a new coil if that doesn't fix it.
