Reverse not working

Smile reverse not working
Hi I am a new member.
I have a 1987 bayliner Capri cuddy cabin with a cobra stern outdrive attached to this the four cylinder inline 6cylinder eng.
Problem
My reverse is not working
Symptoms.. When the eng is running and I try to put in reverse from neutral..I get a sound like a clanging bell.. But it will not go into reverse. When the eng is off. I can put into rev.(tested at the prop).

I have changed the lower unit oil. It was the color of army green.

Question..Does this mean I need to repair the gears or is there an adjustment that ai can do?

I know this is just a start. I would appreciate any help or advice you can give. I am confident I can do the work necessary with direction

Just for clarity sake... 4 or 6 cylinder engine? ( not that it makes any difference for shifting..._)

It is the 4 cylinder Ford engine I'm not sure what the displacement is thanks Jesse
