2015 115 H.P. Mercury 4-stroke; no start, no spark, no gas

My brother has a very new 2015 Mercury 115 H.P. 4-stroke outboard that won't start.

We've tried everything we can think of. We tried spraying starter fluid into the intake - but no-go. The starter turns over just fine, but it doesn't fire at all. We removed the fuel filter and noticed it had very little fuel in it - much less than the 1/2+ full that you'd expect. So we filled it with a syringe and tried again. We can hear what we think is the injector fuel pump, but we don't see any fuel draw at all even when turning it over with the starter.

We checked the spark plug, and it doesn't appear to be getting any spark at all.

We checked the dead-man's switch, but it turns out it's not even hooked up. It's open in the run position, so this should be OK - and he has had it on the water before.

We wondered about an electrical interlock switch under the engine cover or perhaps in the cooling water intake system, but we can't find any evidence of such.

We checked the fuses that are easy to get to and they all look fine.

We're pretty much completely stuck at this point. Any ideas would be greatly appreciated.
